What the FSGLTA does

The Free State Gambling, Liquor and Tourism Authority is the provincial statutory body responsible for regulating gambling and liquor, and for promoting tourism in the Free State. It licenses and supervises casinos, bookmakers, LPMs and bingo, in addition to its liquor and tourism mandates.

Which operators it licenses

No operator in our current top-nine review set is primary-licensed in the Free State. The Authority regulates provincial bookmakers, land-based casinos, LPM operators and liquor licensees. See gla.fs.gov.za for the full licensee register.

How to verify a FSGLTA licence

  1. Open the FSGLTA website at gla.fs.gov.za.
  2. Navigate to the Gambling section and open the licensee register.
  3. Search by operator trading name or by licence number as printed on the operator footer.
  4. Confirm the licence status is 'Active' and note the expiry date.
  5. If the licence number in the operator footer does not appear on the FSGLTA register, contact the Authority at [email protected] before depositing.

If the licence number in the operator footer does not match the FSGLTA register, do not deposit. Use our licence verifier for a quick cross-check.

Fees, taxes, and levies

Gambling licence fees and provincial gambling tax rates in the Free State are set by regulation under the Free State Gambling, Liquor and Tourism Authority Act, and are reviewed at each budget cycle. Provincial gambling tax on bookmaker gross gaming revenue is collected by the Authority and remitted through the Free State fiscus.

Frequently asked questions

Which national online bookmakers are Free State-licensed?

None of the largest online-first bookmakers in South Africa hold their primary bookmaker licence in the Free State. The Authority primarily licenses provincial bookmakers and land-based casinos.

Does the FSGLTA regulate liquor too?

Yes. Unlike most provinces, the Free State combined its gambling, liquor and tourism regulatory functions under a single Authority. Liquor licensing enquiries go to the same office as gambling licensing.

How do I complain about a Free State bookmaker?

Complaints are lodged in writing at [email protected]. Include the operator name, licence number, your account number (never your password), and any relevant screenshots.

Are Free State-licensed bookmakers legal for players in other provinces?

Yes. A bookmaker licensed by the FSGLTA may accept bets from any South African resident, subject to national law and its licence conditions.
